ROAD TRAFFIC REGULATION ACT, 1984 - SECTION 14 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991 TEMPORARY RESTRICTIONS DURING WORKS HOLLYFIELD ROAD, KING CHARLES ROAD, EWELL ROAD, ELGAR AVENUE, LAYBY EWELL ROAD, BARNSBURY LANE, DONALD WOODS GARDENS

1. The Council of the Royal Borough of Kingston upon Thames, being the traffic authority for the above named roads, in the said borough, in exercise of the powers conferred by Section 14(1) of the Road Traffic Regulation Act 1984 (as amended) HEREBY GIVES NOTICE THAT, in order for UKPN to lay anew power cable, in the said roads, it has made an Order of the effect of which will be:



a) to close Hollyfield Road and suspend parking. Diversion routes will be Ewell Road, Beaconsfield Road, King Charles Road and reverse.



b) to close King Charles Road and suspend parking in 4phases. Phase 1- between Alexandra Drive and Beaconsfield Road. Diversion routes will be Beaconsfield Road, Ewell Road, Hollyfield Road and reverse.

Phase 2-between Beaconsfield Road and Broomfield Road. Diversion routes will be Beaconsfield Road, Ewell Road, Broomfield Road and reverse.

Phase 3-between Broomfield Road and Derby Road. Diversion routes will be Broomfield Road, Ewell Road, Derby Road and reverse.

Phase 4-between Derby Road and Ewell Road. Diversion routes will be Derby Road, Ewell Road, King Charles Road and reverse.

c) to close Elgar Avenue at the junction of Ewell Road in 2phases. Phase 1-no entry into Elgar Avenue from Ewell Road. Diversion routes will be Ewell Road, Raeburn Avenue and Elgar Avenue.

Phase 2-no exit from Elgar Avenue into Ewell Road. Diversion route will be Raeburn Avenue and Ewell Road.

d) to suspend parking in Ewell Road from the junction of King Charles Road to the junction of Tolworth Rise North.



e) to close Service Road from 420 -434 Ewell Road (o/s Fixzone).



f) to suspend parking in Barnsbury Lane from the junction of A240 Tolworth Roundabout to the junction of Donald Woods Gardens.



g) to suspend parking in Donald Woods Gardens from the junction of A240 Kingston Road to outside flats 135 - 140.



2. The prohibitions specified in paragraph 1above: -



a) shall only apply at such times and to such extent as shall be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.



b) shall not apply to anything done with the permission, or at the direction, of aconstable in uniform or to any vehicles or pedestrians in connection with the said works.



c) shall not apply to emergency service vehicles.



3. The Order will come into operation on the 02 October 2019 and will remain in force for eighteen months or until the works are completed. It is anticipated that the works will last until the 28 January 2020, approximately 17 weeks.



4. Access to premises on or adjacent to the affected road shall be maintained insofar as this is reasonably practicable without interference with execution of the said works.
